Albanian Prime Minister Edi Rama has appointed a virtual, AI-generated “minister” to his cabinet as part of efforts to fight corruption and enhance transparency and innovation.

The new digital official, named Dila—a feminine name meaning “sun”—is a virtual figure with no physical presence. In a Facebook post, Rama said that Dila would serve as a cabinet member operating entirely in the digital realm.

Rama explained that the AI-powered minister will ensure that “public tenders are completely free of corruption” while helping the government carry out tasks with greater speed and full transparency.

According to Albania’s National Information Society Agency, Dila is equipped with advanced AI models and technologies that enable her to perform assigned duties with precision.

The move comes as Albania, which began full accession talks with the European Union last year, seeks to accelerate its integration process. Officials say Dila will assist in streamlining coordination with EU institutions.

When asked whether appointing an AI entity as a minister violates the constitution, Albania’s president declined to comment.
