Taliban Deputy Governor in Balkh Urges Civil Servants to Safeguard Group’s Rule

Noor-ul-Hadi Abu Idris, the Taliban’s deputy governor in Balkh province, has called on government employees to make “tireless efforts” to ensure the survival and continuity of Taliban rule in Afghanistan. Speaking at a one-day seminar for civil servants, he asserted that the group came to power through “sacrifices and immense struggle.”

Abu Idris further claimed that “complete security” now exists across the country under Taliban rule.

At the same seminar, Sultan Mohammad Saeed, head of Balkh’s civil service department, alleged that with the Taliban’s return to power, “corruption has been eliminated from all government offices” and that the group is working to accelerate administrative processes.

These remarks stand in stark contrast to international assessments. Independent reports highlight pervasive corruption in Afghanistan, which ranked 162 out of 180 countries in Transparency International’s Corruption Perceptions Index 2024.

According to the Taliban, the seminar involved training sessions on planning, report writing, and the use of evaluation forms for around 80 civil servants in the province.
