Geng Shuang, China’s Deputy Permanent Representative to the United Nations, has warned that terrorist groups remain active in Afghanistan and are organizing “heinous” attacks from within the country.

Speaking at a UN Security Council session on Wednesday, Geng named several groups—ISIS-Khorasan, al-Qaeda, the East Turkestan Islamic Movement (ETIM), Tehrik-e-Taliban Pakistan (TTP), and the Balochistan Liberation Army (BLA)—accusing them of operating from Afghanistan and collaborating with one another.

His remarks coincided with a visit by China’s foreign minister to Kabul, where he urged Taliban officials to address Beijing’s growing security concerns.

Geng called on the Taliban to intensify its counterterrorism efforts and eliminate all extremist groups operating from Afghan territory. He also urged regional countries to build greater political trust and leverage platforms such as the Shanghai Cooperation Organization (SCO) to combat terrorism.

Referring to the U.S. designation of the Balochistan Liberation Army as a terrorist organization, Geng expressed hope that the United Nations would follow suit and impose sanctions on the group.
